P&Z Approves Villa Restaurant Expansion

The Planning and Zoning Commission (P&Z) has approved a local restaurateur’s plans to expand his business in Sandy Hook Center.

In a unanimous vote at a November 16 session, P&Z members approved Vito Kala’s application to expand The Villa Restaurant and Pizza at 4 Riverside Road. In its approval, the agency granted Mr Kala of Middlebury a modification to the special zoning permit that he holds to operate the eatery.

Mr Kala plans to construct a 376-square-foot addition to the restaurant. He also plans to make some interior renovations to the facility.

The project will include adding a lounge/bar area with approximately 20 seats. Work also will include renovating the Villa’s pizza kitchen.

As conditions of approval, the P&Z is requiring that Mr Kala meet the requirements for such an expansion/renovation project as specified by the town health department.

Also, existing easements for vehicle parking in the area must remain in effect.

In granting their approval, P&Z members decided that the project is relatively minor in scope and complies with the standards and criteria that must be met to receive a special permit.

Agency members agreed that the project is consistent with the provisions of the Sandy Hook Design District (SHHD) zone, in which the restaurant is located.

In 1995, the P&Z created SHDD zoning to better regulate the mixed land uses in Sandy Hook Center, which extends from the intersection on Church Hill Road, Washington Avenue, Riverside Road, and Glen Road. SHDD zoning seeks to enhance the appearance of the area, encourage pedestrian amenities, and foster improved parking, with the goal of enhancing that area’s economy.

The Villa project drew no opposition at public hearings that were held November 16 and October 19.
