Newtown Man Charged With Public Indecency
WESTON â Aided by Newtown police, Weston police on November 11 arrested on a warrant Richard Crouch, 47, of 2 Papoose Hill Road, Newtown, charging him with public indecency and breach of peace in connection with a recent incident in Weston.
Mr Crouch has an extensive criminal record for such offenses in area towns.
In the warrant, Weston police allege that on the morning of October 2, on Godfrey Road East in Weston, two women who were walking along that road observed âa white male standing in the middle of the road with his shorts down to his ankles. The man as not wearing a shirt and both hands were either holding or fondling his genitals.â
Weston police said Crouch declined to make a statement after his arrest. He was held on $5,000 bail for a November 13 court arraignment.
Following an appearance in Danbury Superior Court, where Crouch has other sex-related criminal cases pending, judicial marshals transported Crouch to the Bridgeport Correctional Center, where he was being held on November 14 on $250,000 bail.
In November 1997, Crouch was convicted of risk of injury to a minor after exposing his genitals to three children at the Orchard Hill Nature Center in Newtown in June 1997.
The nature center incident led to an outcry among parents in that area who pressed police and prosecutors to thoroughly enforce and prosecute the case.
Crouch employed the Alford Doctrine on the risk of injury charge, in which he did not plead guilty but acknowledged that the state had enough evidence in the case for a conviction. A judge then entered a finding of guilty.
 The case did not go to trial because the victims were not willing to testify in open court about the incident.
