2023 Candidate Profiles Part 2: Meet Your Neighbors Running For Board of Selectmen, Board Of Finance & Legislative Council

This is the second of The Newtown Bee’s two-part presentation of 2023 candidate profiles, showcasing details about individuals who have stepped up to serve, or who are campaigning for re-election.

If for some reason, submissions from specific candidates did not arrive before the deadline due to transmission or technical issues, we may opt to run them in next week’s edition. Otherwise, missing profiles and pictures are noted under the candidate’s ballot position.

Besides some basic information, at the end of each profile, we asked every candidate to respond to each of the following three questions in approximately 100 words or less, so voters could get some added perspective:

Occupation and Employer: After a ten-year hiatus, my science career got a reboot when I took a position in January as a Regulatory Submissions Scientist with Atrium.

1. What is the most critical issue facing Newtown today?

Newtown must resist the national political divide that threatens to disrupt our local relationships. We must protect everything, from how our local elected officials work together to how residents — adults and children alike — experience the community and schools.

2. What is the single most valuable skill or talent you can offer to the community?

Having chaired the Board of Education through many difficult issues, the most recent being the pandemic, I bring several deep-held beliefs that: elected officials are obligated to listen and broaden our perspectives; important decisions must be made based on quality information; and that respect and communication are key to resolving most issues.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1?

I have had the privilege of viewing life in town through many lenses — that of a parent to school-aged children and that of a daughter to aging parents; that of a taxpayer and that of an elected official; that of a Board of Education chair and that of a Legislative Council member. Those perspectives (and more!) inform how I listen, respond, and advocate. Clear communication and respectful community conversations are crucial to our future success in Newtown.

1. What is the most critical issue facing Newtown today?

Future development and growth of Newtown while also assessing the future capital costs.

2. What is the single most valuable skill or talent you can offer to the community?

Critical thinking, knowledge of the town as a whole, and knowledge of the financial aspects of the various financial requests and budgets of departments.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1?

With two terms on the Board of Finance and currently as the chair of the Board of Finance, I can apply my knowledge and skill sets to help advance the Town in its future growth while seeking to maintain affordability while providing fiscally responsible leadership and municipal services that allow for affordability of living for our taxpayers.

1. What is the most critical issue facing Newtown today?

From a finance perspective, we need to continue the strong budget discipline that the town has enjoyed in recent years, while still investing appropriately in our schools. That has to be done in a bipartisan way, and the BOF has historically done that well. In addition, more broadly, our political leaders should focus on addressing legitimate Newtown priorities and avoid importing cultural wedge issues for the sole purpose of creating political conflict.

2. What is the single most valuable skill or talent you can offer to the community?

I have over 30 years of experience in financial analysis and management, working with budgets and business performance across large, broad, and complex organizations. That encompasses significant financial expertise, as well as regular and effective interaction with a range of people and roles.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1?

The Board of Finance has consistently worked in an effective bipartisan way to contribute to Newtown’s strong financial position. That requires people with strong analytical skills who are willing to team with other Board members and wider town representatives. My extensive work background in finance is a strong fit for the skills required, and I look forward to contributing in that role.

1. What is the most critical issue facing Newtown today?

We don’t need outside influencers like what we saw recently. We need to stick to what most affects Newtown voters: schools, streets, security and smart development! To fund all of this requires smart fiscal efficiency and effectiveness. I was seated for 14 years as chair or vice chair of the Board of Finance, and four years on the Board of Selectmen with Pat Llodra and Will Rodgers. I will effectively work with both parties to effectuate the best financial interests of the Town.

2. What is the single most valuable skill or talent you can offer to the community?

My education and experience in both law and finance provide strong critical thinking skills which complement my problem-solving abilities.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1?

I will use my education and elected official 18+ years of experience as an elected official to address the issues. As chair of the Board of Finance, or member of the Board of Selectmen, there was never a failed Town or Education budget. In my opinion, it’s about transparency, and working with and for all!

I think that expanding our tax base through smart development, environmental protections and maintaining our quality of life are our most critical issues.

I love bringing people together. My background is in accounting and my current management position requires me to bring people together and arrive at consensus.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1?

People need to find common ground. I believe that I am perfectly suited for this position. Dealing with difficult financial issues, finding common ground and working for the good of our town.

An important issue is the difficult economy. It can affect revenue and taxes, appropriations, and capital spending. Necessary improvements and investing in Newtown’s growth will stay on path, but there may be additional challenges.

I am a listener. I am confident I can objectively represent the community.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1?

Being new to the Board I would first want to understand the needs and objectives of the budget makers. Gather ideas and facts relevant to the Town’s financial landscape. Be mindful of the priorities and risks. Partner with other governing boards to determine a proper financial balance.

1. What is the most critical issue facing Newtown today?

Newtown, thankfully, doesn’t face many of the fiscal issues that plague communities across the country; our bond rating is excellent, our schools are well funded, and our town has been growing for decades. However, the cost of living here is high (energy, taxes, housing), our school system suffered setbacks during the pandemic, and we will face fiscal issues in the future if we don’t adapt to the needs and desires of residents and employers in the years ahead. Ensuring there are good employment opportunities, robust infrastructure, and effective public services while limiting taxpayer burdens will be vital to our continued success.

2. What is the single most valuable skill or talent you can offer to the community?

The Board of Finance plays an important role in ensuring Newtown’s schools and town administration are effectively providing the services they are entrusted with and doing so in a way that keeps taxpayer burdens to a minimum. To that end, my ability to work with people of all backgrounds and perspectives to reach a consensus on a path forward will be the most valuable skill I can bring to the Board. My degrees in political science and public policy, and a decade of working at the intersection of policy and academia, will help me understand the trade-offs of policy decisions.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1?

I will take the time to meet with the members of other governing boards and organizations to better understand their needs, and I will help bring transparency to every budget proposal. I will meet with residents to get feedback on what they think the town is doing well and where we can make improvements. My votes on budget proposals will be informed by the interests of the community and how each taxpayer investment will bring value to our residents.

Keeping the increase of taxes at or below inflation. We must be efficient with the money we raise through taxation. Continue to combine services at every possible town and educational level to maintain efficiencies at the lowest possible cost.

I’ve been a member of the Board of Finance the last two years and seeking to be reelected. While serving on BOF I was selected to work on the following committees: the BOE Teachers Contract Negotiations, BOE CFF/CIP, Recycling Committee and the BOE Administrators Negotiations. I feel my experience the last two years on BOF will help me navigate our Town’s future. I look forward to continuing the work the BOF accomplished over the past two years.

Name: Laura Miller

Educational information: Bachelor’s degree in English and a secondary teaching certificate; Master’s in Curriculum and Instruction from the University of Colorado; 6th year degree in Leadership and Educational Policy from Central Connecticut State University; currently enrolled in a doctoral program for an EdD in Curriculum and Instruction with a focus on Literacy.

Occupation, Employer: I am a high school principal for a special education outplacement school; previously worked for EdAdvance for 8 years; prior to that an English teacher in general education and alternative high schools.

1. What is the most critical issue facing Newtown today?

Newtown is facing an identity crisis of sorts. Our newer neighbors and our long-term residents have interests that need to be carefully considered and balanced. There is no one way to develop our town, but there are plenty of ways to create a future Newtown that we all have a place in.

2. What is the single most valuable skill or talent you can offer to the community?

I can bring valuable, creative solutions to difficult problems. I naturally organize information into manageable pieces and objectively consider all parts before offering solutions. I am known as an “out-of-the-box” thinker who provides practical, novel answers to challenging situations. I like complex questions and thrive when I can bring everyone together.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1?

Considering the diverse needs of our residents, I will bring strong advocacy and communication skills to the Legislative Council. I am a person who seeks collaboration through a solution-oriented lens. Our town needs elected officials who are willing to work with everyone, to consider all sides, and to offer balanced solutions to the issues facing our town. I am that person.

1. What is the most critical issue facing Newtown today?

Newtown faces many critical issues (managing development, maintaining strong schools, preserving our environment and landscape, and keeping the community safe) but of vital importance to the Legislative Council is maintaining affordability for all residents while keeping up our infrastructure. This is not an easy task and in my experience, it requires disciplined spending, transparency, the willingness to listen, and the ability to collaborate with fellow elected officials regardless of political affiliation. Long-term planning remains vital. We have a reliable system of forecasting our expenses and we must continue to be disciplined to avoid unnecessary spikes in our mil rate.

2. What is the single most valuable skill or talent you can offer to the community?

My ability to listen and consider everyone’s opinion before I form my own. There have been times in my years serving the Town and Borough of Newtown that I have disagreed with people, but I always respect that person’s viewpoint. We all want what’s best for Newtown, and collaboration and compromise are keys to getting there. That’s how things get done. I bring experience, energy, and institutional knowledge of Newtown having lived here my entire life. I love this community and want it to continue to thrive and be a place where people are proud to live.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1?

I will continue to be open to any idea that best enables us to run our town efficiently while not ignoring critical needs. Roads need to be paved. Our schools and town buildings need to be maintained. We need to invest in technology and provide places and opportunities for people to enjoy themselves outside. But this all costs money. In my years on the Board of Finance and Legislative Council I have worked with others to fund our obligations while keeping our taxes stable. That will continue to be my priority if I am re-elected.

I have worked with divergent groups and leaders to build consensus and maintain a strong sense of focus and engagement for all involved. In doing so, I have managed multi-million-dollar budgets and applied my background in the legal and financial issues that the Legislative Council will oversee. I have also previously served Newtown in municipal government, having been elected to a term on the Board of Finance in 2017.

I will be a vocal advocate for the entire community and will bring transparency to the blatantly political actions that a segment of the Newtown Republican Town Committee has inflicted on our community. I will strive for governing by consensus and resist blatant national party politics getting inserted into our municipal governance.

Since the pandemic, there has been a shift in rural dynamics. People are opting to move away from big cities to smaller towns like Newtown. This shift is causing challenges such as increases in housing, the cost of living, and traffic congestion. Newtown needs to continue to improve its infrastructure while retaining the quaintness and comforts that define Newtown. Education is another critical issue. Focusing on high-quality common core education, keeping current with technology, and the safety and protection of our children are paramount.

2. What is the single most valuable skill or talent you can offer to the community?

Having spent 35 years in the financial sector overseeing administrative operations, compliance, operational due diligence, and budgetary responsibilities has fully prepared me for this responsibility to be entrusted as a public servant on the Legislative Council.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1?

By using my corporate experience and perspective when addressing how the town’s budgetary allocations are spent. Ultimately keeping the residents of Newtown best interests as the basis for all decisions. I am motivated by no other reason other than to help improve the quality of life here for all the good people of Newtown.

1. What is the most critical issue facing Newtown today?

People say division is the most important issue. Others say the economy and lack of prosperity in these uncertain times is the major concern. While respectful differences of opinion are healthy to a society, partisanship behavior is a symptom of the real issue. The turbulent nature of both the economic and social issues in our country has caused an anxiety that has trickled down to our town psyche, polarizing thought over personal relationships within our community. Without a comprehensive understanding of facts from the issues, decision-making will be based on partisanship over what is truly best for our town.

2. What is the single most valuable skill or talent you can offer to the community?

My ability to thoroughly investigate every aspect of an issue and use that information to determine an appropriate outcome will be essential to our community. I have developed my skill set from being a Certified Fraud Examiner and my 28+ years of experience in the Compliance world, working to monitor and regulate Commodities, Securities and Insurance products on the Federal, State and Local levels. On the Legislative Council, I will ensure an equitable and appropriate outcome for the betterment of Newtown.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1?

Applying my investigative background, I will shine light on all circumstances attributed to a situation. I will uncover the heart of the issues, apply remedies based on all the facts and circumstances, while taking into account how the outcome benefits our town. If elected I will help our town realize its resiliency and ensure we thrive in the current times of economic downturn and social conflict that we are all facing.

1. What is the most critical issue facing Newtown today?

Newtown is at a crossroads. This election is crucial, and the results will determine the path of our town moving forward. Growing responsibly without losing our authenticity and charm will be an enormous challenge. Traffic and congestion along our main roads must be studied and solutions found, along with a myriad of social issues. We must tread lightly achieving a harmonious balance of responsible growth and affordability for all residents of Newtown.

2. What is the single most valuable skill or talent you can offer to the community?

People tend to say I am a strong leader; however, I think my strongest asset is my ability to listen. Whether working to get our kids back into school during COVID or drafting a bipartisan resolution to protect our zoning, I am always at the forefront doing what I feel is best for our community. I currently sit on the Legislative Council D1 where I am a known vocal champion, fighting for all residents. Additionally, I serve as vice-chair of the Education Committee.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1?

My driving motto is: “always do what is best and take responsible action regarding our town and children.” I am a conservative who wants to retain Newtown’s uniqueness of a small town that cares about everyone, but yet brings an air of sophistication and culture to the table.

Name: Eric Paradis

Occupation and Employer: Instructional Supervisor of Special Education for Milford Public Schools — since August 2014.

1. What is the most critical issue facing Newtown today?

The Legislative Council does not seem to publicly consider or discuss the consequences of its actions on all our residents. Working families are struggling to balance their lives here, young people have very limited opportunity here to start their careers and adult lives. Diversity is ignored when it is not being threatened with exclusion.

2. What is the single most valuable skill or talent you can offer to the community?

As an education administrator, I have been able to bring different groups of people together in order to work towards a common goal. I have learned that listening is more important than talking and that empowering others to take action brings more solutions to challenges.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1?

I would like to see the Legislative Council purposely reflect on the long-term impacts of their decisions on working families and our environment. I am hoping to help get this started by bringing different groups of people together in work groups to inform the LC on the impact of its decisions.

1. What is the most critical issue facing Newtown today?

We need to continue to invest in our school system, in a way that keeps our taxes manageable. Strong schools improve the value and attractiveness of the town and contribute to a vibrant environment for all the residents. That is a challenge to do affordably, but if we want to maintain the character and desirability of Newtown, it’s a challenge we need to meet. Recent Legislative Councils have accomplished that goal with both parties working together, and in my view if we can do that, we will build the teamwork necessary to take on the other challenges we’ll face.

2. What is the single most valuable skill or talent you can offer to the community?

My two previous terms on the Legislative Council have given me special experience on how to effectively make policies to help our whole community. I was honored to work successfully on important tax, environmental, and many other issues. In addition to learning the substance of those topics, I learned to interact well with members of the Council from both parties, and I came to respect the contributions that all the members made.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1?

I am passionate about helping Newtown and working on all the issues important to improving our community. My prior experience on the Council, combined with that passion, is a valuable combination for this role. I’d be grateful for your support to return to the Legislative Council.

Our municipal properties need a better long-term management plan as items scheduled on the Capital Improvement Plan are often pushed farther and farther out to prioritize urgent issues. Budgets are always tight and maintenance on our buildings often ends up being the first thing cut. Putting off maintenance has only increased the cost of improvements and driven more and more emergency issues. A solution will have to include taking care of all our properties including boilers and roofs at schools, C.H. Booth Library, and Edmond Town Hall, and demolitions at Fairfield Hills.

2. What is the single most valuable skill or talent you can offer to the community?

In my experience serving on both the Board of Education and the Board of Finance, I have become practiced in approaching each issue with a broad view to assess the details before coming to a conclusion about what I believe is best for Newtown. That experience will bring extra depth to my work on the Legislative Council, if elected. I plan to support policies that sustain our buildings, schools, and our safe and compassionate community, with an eye toward property values and educational excellence.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1?

On the Legislative Council, I will work to build a consensus to maintain our buildings with a comprehensive approach. While the Capital Improvement Plan is a good financial tool, it doesn’t provide the framework to schedule all necessary work. As a town, we manage to have a surplus most years, which provides a solid credit rating, but at the same time we have urgent funding requests for failing systems. I plan to work across all Boards to develop a unified process to make those critical investments in our infrastructure that will reduce unexpected costs and support our investments.

The most critical issue facing Newtown today is our declining education outcomes despite the rising costs for the services. We have had a history of quality education but what people do not realize is the trend of our performance results has been declining over the years.

My single most valuable skill that I can offer the community is the ability to give good sound guidance and make good decisions pertaining to business and financial matters from a unique perspective. My educational background in finance, along with my construction and real estate experience, really allows me to be a good resource to add value to making sound decisions that impact our community and its future.

While my professional background includes contract negotiation, strategic planning, and budgeting, all of which are important skills to have on the Legislative Council, I believe my greatest skill is my ability to listen. Effective experience. Prior to moving to Newtown, I served on all five committees (Finance, Legal & Administrative, Public Works & Planning, Public Safety, and Education & Recreation) on the local legislative body, (Representative Town Meeting) in Fairfield for 14 years. I’ll bring that experience and “can do” commitment to the Legislative Council in Newtown.

During those seven terms, my attendance was stellar. I listened, learned, participated, and built consensus. We are facing a serious loss of experienced folks on the Council. We will face almost a complete turnover, and I can tell you from my two terms on the LC, it isn’t easy to pick up. Budget, general process, sub-committees etc are all very important pieces to manage and must be navigated and understood to do so effectively. We need folks that can hit the ground running. As soon as new members are sworn in, the town will be reviewing the Capital Plan. Having experience will pay dividends.

2. What is the single most valuable skill or talent you can offer to the community? Experienced, Level-headed, and Listening above all else.

3. If elected, how will you apply that talent or skill to best address the critical issue you identified in Question #1?

The Legislative Council’s primary role is to bring a “fiduciary” oversight to the town budgets, both town and schools. So, the Council is responsible for making sure the budgets and issues that are presented to the LC are sound and backed by clear thinking, while bringing an overall benefit to the town. As an LC member, we are setting taxes and overall spending for everyone and that role needs thoughtful due diligence, balanced with an understanding and listening for the needs of everyone. I am excited to start from day one helping to evaluate the Capital Plans followed by the budget planning for the town.

This will ensure financial stability for generations to come.

Being a great listener. Through countless interactions with residents while campaigning and sitting on an appointed board, it is clear the people of Newtown want to be heard. I will always listen to my fellow neighbors’ concerns and requests to accomplish what we can together. My board member peers on the Newtown Community Center Commission know me as an attentive listener and someone who gets things done. I will always give 100 percent to anything I do, which begins with focused listening.

By actively listening and engaging in tough conversations with residents, small business owners, board members and town departments alike to address ways to better maintain affordability in Newtown. Working to balance the needs of the town starts with listening to all the other boards and town departments. Affordability is a major issue that many residents of Newtown, like elsewhere in the country, are facing in higher food and energy prices and a higher cost of home ownership in the form of house prices, increased mortgage interest rates and taxes, all of which have caused our residents to struggle with making ends meet. As a community we are stronger if we can keep our children and seniors from moving away to towns or states with a lower cost of living.

2. What is the single most valuable skill or talent you can offer to the community?

Managing cost and spending. Having worked in Supply Chain Operations for over 35 years, which is a is non-revenue generating function but rather one of cost savings, I was tasked with contracting services such as domestic transportation, ocean freight and manufacturing sourcing. Working within a budget I had to negotiate these services taking into consideration quality and cost. I believe I can provide that same service to Newtown.

Since the start of the pandemic thousands have fled neighboring states in search of a new place to call home. Many have been drawn to Newtown’s Rockwellesque charm and settled here to start and raise their families. The character of our idyllic little town will undoubtedly change as we grow and each of us has a voice in what that change will look like. Newtown may not look like it did a hundred years ago but how we develop will determine if things remain “Nicer in Newtown” for the next hundred years.

My educational background and professional life have equipped me with the ability to look at situations and problem-solve effectively.

I believe my engineering reasoning, analytical skills and keen judgement coupled with my interest in construction and property development would make me a positive addition to the ZBA.

It is difficult to set zoning ordinances that are to be applied uniformly to every property’s unique physical characteristic. The ZBA was created to work through these situations where the regulations create “exceptional difficulty” or “unusual hardship” preventing reasonable use of one’s property. As a ZBA member I plan to work with businesses, residents, neighbors, and community to support and develop a solution that fits within the character of our town while aligning with the general purpose and intent of the regulations.
