Commission Approves Final Phase Of Old Farm Hill

Planning and Zoning Commission (P&Z) members have approved the last
construction phase of Old Farm Hill, a residential subdivision which was begun
almost 20 years ago.
"This is the final phase in a very long project," P&Z Chairman Daniel Fogliano
told P&Z members at a June 17 session. Developers began buying land for Old
Farm Hill in the early 1970s.
In approving the nine-lot project off Horseshoe Ridge Road in a 5-to-0 vote,
P&Z members placed a $195,000 performance bond on the developer for road and
storm water drainage construction. Guard rails will be installed along the
subdivision's new dead end street, as needed.
Eleanor Q. O'Neill and Victor Henry O'Neill, trustees, are doing business as
Fairfield Ventures, the applicant for the nine lots on a 20-acre parcel. The
development will include four rear lots.
About 38 acres of the overall 300-acre Old Farm Hill site has been designated
as open space. The development lies between Old Green Road and Echo Valley
Road. With the approval for the final nine lots, the project contains just
over 100 lots.
The developers presented their plans for Section 2-B of Old Farm Hill at a
June 3 P&Z public hearing. There were no public comments on the proposal at
the hearing -- an unusual situation when new home construction is proposed.
When the initial stages of Old Farm Hill were proposed in February 1980, it
generated much controversy. The controversy spurred a modified development
proposal which resulted in a better subdivision than was initially planned,
according to Bill Denlinger, the lawyer representing the developers.
