Police said the youth had allowed another younger youth to possess alcohol in a May 17 early morning incident at a Mile Hill Road South residence.

The boy whom police arrested is considered a youthful offender because he was either age 16 or age 17 when the incident occurred, and thus his identity is shielded by state law.

Police charged Balkun with driving under the influence and with failure to drive to the right.

In the March 12 accident, Balkun was driving a 2002 Ford Escape sport-utility vehicle northward on Pole Bridge Road, when the vehicle entered the southbound lane and then went off the left side of the road, striking a large tree head-on.

After processing the arrest, police released Balkun on $200 bail for an August 20 court appearance.
