Local Man Charged

With Multiple Sex Offenses

After learning that police held a warrant for his arrest, David Ruscoe, 57, of Hundred Acres Road turned himself over to police at the police station on July 14 and was charged with multiple sex offenses in connection with alleged past incidents.

Police said they charged Ruscoe with one count of first-degree sexual assault, two counts of second-degree sexual assault, and with three counts of risk of injury or impairing the morals of a child through illegal sexual contact with a person under age 16. All six charges are felonies.

The arrest stems from an investigation into crimes that Ruscoe allegedly committed starting in 2007, police said. After he was booked on the charges, police released Ruscoe on $500 bail for a July 15 appearance in Danbury Superior Court.

Ruscoe did not plead to the charges at his arraignment. Judge Susan Quinn Cobb placed a protective order against Ruscoe at the arraignment. Ruscoe remains free on $500 bail and scheduled to return to court on July 28.

According to court documents, the crimes which Ruscoe allegedly committed occurred in 2007, 2009, 2010, and 2011. The female victim of the crimes was born in 1995, according to the court documents.

The state Department of Children and Families (DCF) provided information to police in April, after which police began a criminal investigation. The DCF informed police that the victim had disclosed to a private therapist that Ruscoe had sexually molested her for approximately three to four years. The victim is called “Jane Doe” in the court papers to protect her identity.

During their investigation, police learned that surveillance cameras had been set up in Jane Doe’s bedroom and in area where she showered without her knowledge.

The documents describe multiple sexual incidents which allegedly occurred between Ruscoe and the victim.

On May 13, seven police officers executed a search-and-seizure warrant at Ruscoe’s residence in seeking evidence for their investigation. Items seized by police included four laptop computers, videocassettes, computer data storage devices, cameras, CDs and DVDs, according to the court papers.

In an interview with police at his home that day, Ruscoe said, “I’m not liking the way this interview is going…I think it’s time to speak to my attorney,” according to the court papers.
