Heroin Charges Lodged Against

Newtown Man, Two Others

DANBURY — A Newtown man was among three people who Danbury police arrested July 9 on felony drug charges, after an incident in the parking lot of a closed Rockwell Road business, police said.

Charged with possession of narcotics (heroin) and also with possession of narcotics (heroin) with intent to sell were: Christopher Nossal, 20, of 3 Monitor Hill Rd, Newtown; Cynthia Zarmsky, 35, of Danbury, and Raul Feliciano, 38, of Hamden, according to Danbury Police Captain Arthur Sullo.

While on patrol about 6:15 pm July 9, a Danbury police officer saw two automobiles parked side-by-side in the parking lot of a closed business at 2 Rockwell Road, so the officer decided to investigate, Capt Sullo said. The vehicles were a black Acura and black Jeep. Nossal was driving the Acura, police said.

The police officer saw an object being thrown from the passenger window of one the vehicles into a nearby wooded area, and he then called for additional police to come to the scene, Capt Sullo said.

Police then questioned the vehicles’ occupants about why they were there, the captain added. The business owner came to the scene to check the premises, but found no problems, the captain said. Police then checked the area where the object was thrown, he added.

When the two vehicles pulled away from the scene, police spotted a white packet on the ground, Capt Sullo said. Police searched the area and then found a black plastic bag lying among high weeds, he said. A substance in that bag field-tested positive for heroin, Capt Sullo said.

Five minutes later, three people returned to the area in the black Acura and were arrested on the drug charges, Captain Sullo said.

Police had found 201 packets of heroin, which have an estimated street value of $4,000, he said.

Police held Nossal, Zarmsky, and Feliciano on $500,000 bail each for July 12 arraignments in Danbury Superior Court, Capt Sullo said.

“They are considered to be highly credible arrests of people involved in major drug trafficking,” Capt Sullo said of the incident.
