Concerned With Postal Service And Voting Rights

I am writing this as a personal letter regarding issues we have been coming across at work. This has to do with voting rights. This is not new, it has been going on for years. We are getting letters back with correct address, name, town and zip code. They have a sticker stating insufficient address unable to forward. We look them up (not all but enough of them) and they own the house and they live there. Today we got one back that was postmarked on November 12th. Today is February 4th We called the post office and they said yes that is the correct address. When asked how we can get it delivered since the postage was already used we were told I don’t know.
These are not isolated occurrences. How much does it now cost to mail a letter? Where was this letter for all this time? One lady just got Christmas cards returned last week that were addressed correctly and were sent out in November. We deserve better than this.
